If there are five or fewer PF1 applicants:

If five or fewer PF1 applications are received, all of these applicants shall be called for interview in the first instance. Otherwise, at least five such applicants shall be called for interview.

or

If there are no PF1 applicants:

• If no PF1 applications are received, and if there are three eligible applicants or fewer, all are called for interview by the Interview Board.
• If there are no PF1 applicants and there are more than three eligible applicants, then at least three are called for interview.
